Yes, the November  2019 security patch is now rolling out for the Samsung Galaxy M30s in the Middle East / African region. It is available with build number M307FNXXU2ASL2 which is based on Android 9.0 Pie. Currently, the update is moving over-the-air and users in the Middle East / African region will receive the update.
