How to Unlock Outfits for your Skaters in Tony Hawk’s Pro Skater 1+2
Most skaters in Tony Hawk’s Pro Skater 1+2 possess two outfits each. You can unlock these by successfully beating two separate challenges when playing as those skaters. The challenges you need to win are dependent on the skater in question.
Basically, three separate sets of outfit challenges are available, and every set contains two individual challenges. Every skater will be assigned a particular set. Remember that you need to disable game mods in order to finish most of these challenges. Secret skaters and The Ripper (available only in the deluxe edition) do not have any outfits challenges.
If you have the deluxe edition, you will gain access to the retro outfits for Rodney Mullen, Steve Caballero, and Tony Hawk as soon as you begin to play the game without finishing any challenges.
Given below is a list of the skaters featured in the game, with the corresponding outfit challenge set assigned to them.

For this, you have to finish a trick over the High Combo score on 5 Classic Parks. After that, a Combination Lock, i.e., land over a Combo over 100,000 points on any Classic Park).
