The first thing the players need to do is research Sailing. Researching the Sailing tech will help you build certain ships. This also gives the players the ability to make builders enter the water, and building a city on a coast will help you boost it. You can achieve this much right at the initial portions of the game. Though this is not entirely needed for most players, this is the basic step that you must take in order to get all your units across the water.

The second step is an optional stage. This step isn’t really necessary to reach our goal here but it depends on your personal preference. This is Celestial Navigation after researching sailing. This tech will allow you to send traders into the water, in addition to builders. You can also use this second step to take advantage of the lighthouses, harbors, etc. By improving 2 sea resources, you will speed up this tech.

The final step is Shipbuilding. After researching Sailing, Shipbuilding is the next most important step that takes us to our goal. With this tech, you get to send all land units into the water. This also unlocks infrastructures like the first ranged ship, the Quadrireme, and enables the Colossus and Kampung, etc. Shipbuilding is researched in the Classical Era and can be boosted by owning two galleys.
