East Jinnai Station Safes
In this region, you can find four different safes. To find the first one go to the balcony where there is the Le Chatte Blanche. You can easily find the safe here. Go slowly and carefully so that you do not vault over the edge of the balcony.
The other three safes are in close proximity to each other. Go to the parking area of the East Jinnai Station. You will find two of the safes in the northwest corner and one in the northeast in the courthouse. The safe will be behind some trash bins.
Chinatown Safe
You can find this safe in a parking enclosure on the southeast of the Club SEGA in Chinatown. The safe is behind the southernmost pillar in the parking lot.
Bar District Safes
In the Bar District, you can find two treasure safes. One of these safes is near an alley in the district. Go to the parking areas that are close to the alley. You will find a Harbor Light Bar there, ahead of which is the street where the safe is. You can find the other safe in an alley by the thrift shop. This safe is close to the “honk-honk” girl.
Commercial District Safes
In the Commercial District, you can find three different treasure safes. The interesting thing is that you will find very useful gear in one of these Safes and therefore you cannot miss out on these safes. Near the Hello Work in this district, you can also find a silver safe after climbing the steps. It is possible to miss this safe since it is well hidden.
For getting to this safe, take a taxi up to the Can Quest. There take a ladder and climb up to the top of the garage there. Up there you will find the safe in one of the corners. To find the next safe go to the pawnshop. Across this shop, you will find an alley where the safe is hidden.
Hamakita Park Safe
In Hamakita Park you can find two safes close to each other. Go to the picnic tables in Hamakita Park. There you will find a building behind which the safes are hidden.
Koreatown Safe
This safe again is quite tricky to find, and therefore, one can miss out on this as well. Go to the complex where the Sujimon Professor has set up his shop. Go upstairs to the second floor of this complex. You will find a staircase on the east side where the safe is hidden.
Isezaki Road Safe
On the Isezaki Road (Highway), you will find some subway entrances. Go to the entrances that are on the maximum east. There you will find two cardboard boxes between which is a hidden safe. It is easy to miss out on this one.
