One of the users suggested that you only need to double-tap on the text that you need to copy. This should bring up the popup menu and you should then be able to perform the copy-paste functionality.

For some users, disabling and then re-enabling the Universal Clipboard seems to fix this issue. To do so, you need to disable the Handoff feature. Go to Settings > General > Handoff > Uncheck.
