1. Update Steam

Press Ctrl+Shift+Esc shortcut to open up the Task Manager on your PC.
Go to the Processes section and click on Steam Client BootStrapper(32 bit).
Click on End Task to close the process from running in the background.
Once done, right-click on the Start menu > Click on Run.
Now, type C:\Program Files (x86)\Steam and hit Enter.
Delete all files and folders except for steamapps folder, userdata folder, Skins folder, Steam.exe file, and Ssfn files.
Finally, open the Steam client from the Start menu or Desktop.
Steam will automatically start installing the latest available update.
Once done, restart your computer and check for the Steam Store not loading issue again.

2. Clear HTML Cache

Make sure to exit the Steam client.
Press the Windows+R key and open up the Run dialog box.
Type Control and hit Enter.

Type steam://flushconfig and hit Enter.
Now, the Steam – Clear Download Cache page will open.

Once done, log back into the Steam account by using the username and password.

3. Clear Steam Web Browser Cache

Launch the Steam client > Click on the Steam tab from the top left corner.
Go to Settings > Choose Web Browser > Click on Delete Web Browser Cache.
Next, Delete Web Browser Cookies.

Finally, click on OK > Close and relaunch the Steam client.

4. Reinstall Steam Client

From the Control Panel option, click on Uninstall a program.
Next, right-click on the Steam from the list and select Uninstall.
Follow the on-screen instructions to completely delete the client.
Once done, restart your computer and go to the Steam website from the web browser.
Download the client for Windows and install it.
Launch the Steam client > Log in to the Steam account using the Username and Password.
