First, try disabling the firewall. You may also disengage your anti-virus till you can establish the Bluetooth connection with your desired gadget.
Disable Windows Firewall
Here is how to do this
- Press Windows key + I to go to Settings
- Then click Update & Security

- On the left-hand panel in the next screen click on Windows Security

- Click on Firewall and Network Protection

- Then click Public Network which is probably your Internet/WiFi connection

- You should see that the Microsoft Windows Firewall is active and is marked as On.
- Click on the toggle to turn it Off.
