First of all, around level 20, you should have received a request on your map to help a man named Beckett. He is stuck and locked up in the Blood Eagle Prison at the Rollins Labor Camp. This camp is in between Mount Blair and Lewisburg on the South-Western edge of the West-Virginia map. You have to head on and clear out some Blood Eagles in prison. The prison building is inside the Giant Crane Camp, so you don’t need to clear all the buildings around. Once you enter the building, you will find Beckett, locked in a prison. His prison is on the third floor inside a crate.
