Fix 1: Disable Overlay
Turning off the overlay is the first step to solve the Dev error code 5523. Overlays are due to GeForce Experience, Discord, Bandicam, Overwatch, Fraps, and Game Bar. However, they are useful but not great if they impede your gameplay. If they hinder your gameplay, shutting them off is best. Fix 4: Run the Game as Administrator

- Right-click on “Battle.net”
- Then select “Properties” from the drop-down menu.
- Now click on the “Compatibility tab.”
- After that, tick the two bottom checkboxes that say “Run this app as administrator” and “disable full-screen optimization.”
- Now continue to click apply, followed by OK.

Fix 5: Windows Update
Windows updates sometimes really help. Try to check if there are any pending Windows Updates available for your system.
