Restart your phone:

Reinstall the application:

But this will mean that you will have to sign in again and clear out the data properly. Firstly, go to the application’s settings page and tap on the storage section. There you will see the option to clear the app data. Tap on that option, which will get rid of every bit of data that Instagram has stored on that device. After that, tap on the Uninstall button and confirm your action.

After the application has been uninstalled, open up the Google play store or the Apple App store and look for Instagram again. Once you find it, install it again, and then try using the filters. It should work now.
