I’ve tried to find the clear cache on my iPhone and can’t seem to locate it. I’ve restarted my phone, the filters come back but once i close out the app they’re gone again or this filter is not available in your location.
All you have to do to enable it is turn on face and hands effect in settings> privacy

You were 100% correct!!!!!!! All that clear cache and blah blah is NOT THE ISSUE. If your having the problem and not I’m Texas or Illinois, you did what I did. Accidentally was paying attention when the option randomly popped up after an IOS update (or whatever), to turn on/off face and hand recognition. Go to SETTINGS, PRIVACY, scroll to the bottom to FACE AND HAND EFECTS and turn on. WALA!!
I fixed my issue by going to settings then privacy and at the very bottom it has a selection for face and hand effects. You have to allow it to get the filter back!
Go to privacy on the Instagram app, scroll to the bottom of the page and it says face and hands effect, click , enable
