I had the same issue, but i found out why it didnt work.
When i switched in windows registry to TLS 1.3, the new security protocol for HTTPS, i got the same error. After i switched back to TLS 1.2 it worked fine. I changed TLS several times and every time with TLS 1.3, i got error.
