You will always find Jellyfish shields while they are either resting or feeding over a dead corpse. There are multiple locations on the map where you can find them. However, there is one popular spot where you will find them with almost 100% of certainty.

First, find the Foot of the Four Belfries Site of Grace in Liurnia. It is located near the northwest part. Once you go there, find the road that leads to the north. While travelling the road, you will find four Jellyfishes eating a corpse. You will find the Jellyfish Shield there nearby.

Although this is not the only location, as they can appear on any dead corpse which is near the coastal region, as marked red in the above image.
